The countuiton established a strong central government made up three branches of government with a sophisiticated set of checks and blance. The Bill of right, added to the countituion in 1791 as the first amedment, explicity protects freedom of speeche, religone, and assembly, among many other rights. The document that we know as the bill of right is the Joint Resolution passed by congress, proposing 12 not 10 Amendement.The second article listed concering congressional pay, was ratified in 1992 as 27th amendement.
